Job Description Position Summary:
The Program Manager is a critical component of Delta Dental of Virginia/Corvesta‘s fast paced Agile development teams and programs. The Program Manager functions as a Scrum Master; for one or more Agile teams, and as a  manager of Projects and Programs. The person in this role is a key Agile team contributor that facilitates Agile rituals, encourages adoption of Agile best practices, resolves conflicts, participates in Big Room Planning and removes impediments to help foster team success. The Program Manager monitors and reports out team progress and assists in the mitigation of risks. Regular duties of the Program Manager also might include managing vendors, facilitating Scrum of Scrum sessions, developing release plans, analyzing dependencies and developing program reports for management.  The programs that the Program Manager supports can be for internal or external software customers.
 
Essential Functions:
  • Function as the Scrum Master for assigned teams. Foster and model a collaborative team environment driven to build great software and deliver exceptional service.
  • Serve as the agile expert within the agile team who is responsible for modeling and instantiating a collaborative and self organizing team environment driven to build great software by operating in alignment with the SAFe framework
  • Monitor agile team's adherence to a Test Driven or Behavior Driven development methodology
  • Monitor agile team's adherence to the organization's architectural and development standards
  • Monitor agile team's adherence to design reviews and pre-deployment code checks
  • Manage agile team delivery metrics and achieve throughput improvement targets
  • Responsible for understanding the team's release and sprint capacity by managing the team's calendar (PTO, on-call, etc.)
  • Ensure strong working relationships between the team and others outside of the team.
  • Fully authorized to protect team(s) from internal/external interruptions and distractions.
  • Facilitate Scrum ceremonies across assigned teams including planning, refinement, demos, reviews, retrospectives and daily standups.
  • Participate in quarterly planning sessions and facilitate agile team specific activities during these events.
  • Encourage the adoption of Agile best practices, whether they be Scrum or Kanban, and facilitate team performance improvements.
  • Assist in the resolution of conflicts within the team.
  • Support Agile team execution by enabling global activities, reporting team progress, identifying/mitigating risks, facilitating cross team communications, removing impediments and monitoring overall team health.
  • Monitor and report key Agile team performance metrics out to the leadership team including objective completion and percentage complete metrics.
  • Assist with the entry and management of stories, objectives and story point estimations in Jira and Confluence.
  • Support Product Owner with negotiating release objectives and escalated KEY tickets with business partners / IT stakeholders to ensure impacts to committed objectives are clearly understood
  • Responsible for ensuring agile team members are tracking their time correctly.
  • Provide Program Management over assigned areas which may include managing vendors, managing detailed vendor assigned tasks, facilitating Scrum of Scrum sessions, developing release/plans, producing reports/presentations, analyzing/resolving dependencies and developing roadmaps.
  • As needed manage assigned IT infrastructure, security, traditional software development and business projects.  Some IT projects may use an Agile, Kanban or Waterfall approach depending on the situation.
  • Perform other duties as assigned.
Qualifications/Education/Experience: 
  • Bachelor’s Degree in Information Systems, Business or a related field required. 
  • This position requires 3-6 years of experience.
  • Two to three years of technical project management experience with software development projects is preferred.
  • Candidates with experience managing projects using agile methodologies are preferred.
  • Candidates with two or more years of experience as a Scrum Master is preferred.
  • Current Scrum Master and PMP-ACP certifications are desired or in process.
  • Current SAFe certifications are desired or in process.
  • Current SAFe Program Consultant (SPC) is highly preferred.
  • Experience working with global teams is helpful.
  • Experience in the health / dental insurance industry would be valuable.
  • Experience working in a software vendor environment and working with external customers is desired.
  • Experience with team leadership and motivation.
  • Experience using Agile performance metrics to drive accountability and continuous improvement is useful.
  • Ability to negotiate and resolve conflict in order to remove impediments.
  • Experience managing vendors is beneficial.
  • Ability to work with IT professionals, business professionals and customers at all levels within the organization.
  • Must be highly energetic, self-directed and self-motivated with the ability to easily adapt to change.
  • Ability to work in a fast-paced environment.
  • Ability to work under time constraints and rapidly changing priorities where a quality product is key.
  • Have excellent organization, planning and time management abilities.
  • Must have excellent verbal and written communication skills.
  • Use of Jira/Confluence or similar tools is preferred.
  • Must be proficient with the use of a PC and Microsoft Office software products.
  • Ability to think and plan strategically for organizational success.
  • Strong interpersonal and communication skills
