Job Description Position Summary:
The IT Program Manager is a critical component of Delta Dental‘s fast paced Agile development teams and programs. The IT Program Manager functions as both a Scrum Master; for one or more Agile teams, and a Program Manager. The person in this role is a key Agile team contributor that facilitates Agile rituals, encourages adoption of Agile best practices, resolves conflicts and removes impediments to help foster team success. The IT Program Manager monitors and reports out team progress and assists in the mitigation of risks. The person in this role also manages vendors, facilitates war rooms, develops release plans, analyzes dependencies and develops program reports for management.  The programs that the IT Program Manager supports can be for internal or external software customers.
Essential Functions:
  • Function as the Scrum Master for assigned teams. Foster and model a collaborative team environment driven to build great software.
  • Ensure strong working relationships between the team and others outside of the team. Protect teams from outside interruptions and distractions.
  • Facilitate Agile rituals across assigned teams including planning, refinement, demos, reviews, retrospectives and daily standups. Facilitate at both the sprint and release level.
  • Encourage the adoption of Agile best practices and facilitate team performance improvements. Assist in the resolution of conflicts.
  • Support Scrum Team execution by enabling global activities, reporting team progress, identifying/mitigating risks, facilitating cross team communications, removing impediments and monitoring overall team health.
  • Monitor and report key Agile performance metrics out to the leadership team including lighthouse (burn down) reports, team story point completion and percentage complete metrics. Manage stories and story point estimations in Jira and Confluence.
  • Provide Program Management over assigned areas which may include managing vendors, managing detailed vendor assigned tasks, facilitating War rooms, developing release/plans, producing reports/presentations, analyzing/resolving dependencies and developing roadmaps.
  • As needed manage assigned IT infrastructure, security and traditional software development projects.  Some projects may use an Agile, Kanban or Waterfall approach depending on the situation.
  • Perform other duties as assigned.
  • Bachelor’s Degree or greater in Information Systems or related field. 
  • Two or more years of project/program management experience with software development projects is required. Candidates with significant experience managing projects using agile methodologies are strongly preferred.
  • Candidates with one or more years of experience as a Scrum Master are strongly preferred.
  • Current Scrum Master, PMP and PMP-ACP certifications are preferred.
  • Experience working with global teams is strongly desired.
  • Experience in the health / dental insurance industry desired.
  • Experience working in a software vendor environment and working with external customers is desired.
  • Experience with team leadership, motivation and coaching skills.
  • Experience using Agile performance metrics to drive accountability and continuous improvement is desired.
  • Ability to negotiate and resolve conflict in order to remove impediments.
  • Experience managing vendors is preferred.
  • Demonstrated ability to work with IT professionals, business professionals and customers at all levels within the organization.
  • Must be highly energetic, self-directed and self-motivated with the ability to easily adapt to change.
  • Experience working in a fast-paced environment.
  • Ability to work under time constraints and rapidly changing priorities where a quality product is key.
  • Have excellent organization, planning and time management abilities.
  • Must have excellent verbal and written communication skills.
  • Use of Jira/Confluence or similar tools is required.
  • Must be proficient with the use of a PC and Microsoft Office software products.
  • Demonstrated experience leading people and getting results through others.  
  • Ability to think and plan strategically for organizational success.
  • Strong interpersonal and communication skills.
